What the National Identification Code (CIN) is and why it is mandatory
Since 2024, all properties intended for short-term rentals in Italy have been required to have the National Identification Code (CIN), introduced by the Advance Decree (Decree-Law 145/2023). It is a unique alphanumeric code assigned to every individual real-estate unit intended for tourist rental, and its absence exposes the owner to very substantial penalties.
Why the CIN was introduced
The National Identification Code is intended to register non-hotel accommodation facilities throughout the country, combat tax evasion in the short-term rental sector and ensure the traceability of facilities for law enforcement. The Ministry of Tourism created the Accommodation Facilities Database (BDSR), where owners must register to obtain the code.
How to obtain the CIN
The CIN is requested through the Ministry of Tourism's BDSR portal (bdsr.turismo.gov.it), logging in with SPID or CIE. The owner enters the property data, uploads the required documentation and receives the code in digital format. The process is free and entirely online. In some regions that already had a regional code (CIR), this is integrated into the national system.
Obligations connected with the CIN
The CIN must be: displayed physically at the property entrance (a plate visible from outside); indicated in all online listings (Airbnb, Booking.com, own website, etc.); and communicated to OTA platforms. Failure to display it entails a fine from 800 to 8.000 euros. Failure to state it in listings entails a fine from 500 to 5.000 euros charged to the platform. The CIN belongs to the property and remains valid even if the manager or property manager changes.
