Requirement to notify the Questura: who must do it and by when
One of the requirements most often forgotten by owners who manage short-term rentals independently is reporting guests' details to the Questura. This is a legal obligation — not an optional formality — and failing to do so carries criminal as well as administrative penalties.
The legal obligation: what the legislation says
The Consolidated Law on Public Security (TULPS) establishes that anyone who rents out a property for consideration is obliged to communicate the details of each guest to the public security authorities within 24 hours of arrival. The obligation applies to short-term rentals, B&Bs, holiday homes and any other form of tourist rental, regardless of the duration of the stay.
How the Web Hosted Portal works
Notification takes place through the State Police Alloggiati Web Portal (alloggiatiweb.poliziadistato.it). The manager must: register on the portal (which requires authorisation from the territorially competent Questura, which issues the access credentials); enter each guest's details (first name, surname, date and place of birth, nationality, document type and number) within 24 hours of arrival; and keep the guest register for at least five years. The procedure must be repeated for every guest on every stay — potentially hundreds of notifications a year for anyone managing multiple high-occupancy properties.
Penalties for failure to communicate
Failure to notify the Questura is a misdemeanour punishable by up to three months' imprisonment or a fine of up to €206 for each violation. That may seem modest, but every unreported guest is a separate violation: someone who manages 200 stays a year and reports none is theoretically exposed to 200 violations.
