The SCIA (Certified Report of Start of Activity) is one of the most discussed and often misunderstood obligations in the world of short-term rentals. When the SCIA is mandatory for short-term rentals

The SCIA is generally required when managing a non-hotel accommodation facility in a non-entrepreneurial manner, i.e. when a certain number of residential units is exceeded or when additional services are offered to guests (breakfast, daily linen change, etc.) which configure the business as a B&B or holiday home in the strict sense. The threshold varies region by region: in some, a single continuously rented apartment is sufficient, in others the SCIA starts from two units onwards. Regional legislation is decisive.

What does SCIA look like

The SCIA must be filed with the Municipality's One-Stop Shop for Productive Activities (SUAP), where the property is located. It generally requires: a floor plan of the property, documentation that the systems comply with requirements, a declaration that the minimum requirements set by regional law are met for the chosen accommodation category, and in some cases a certificate of habitability. The activity may start on the day the SCIA is filed, without waiting for an authorisation decision.

SCIA vs simple communication: the differences

For some types of rental (rental of single rooms, occasional rentals) a simple communication to the Municipality may be sufficient, without the SCIA. The boundary between the two depends on how often you rent, the number of rooms or units, and the region. A classification error can be costly: submitting a communication when the SCIA was needed exposes you to sanctions even if the activity is carried out correctly.
